I've removed the other one from the server packages, so only this new one will work on the server.
Fix relatively simple, if you are familiar with editing texture packages.
In this pic are the textures in the package, which is also an example of the minimum number of textures you can have for a commando skin:

(Yes, even though "RQCN2" and "RQCN2RANCID" look identical, they are both needed).
To get a talk texture to show up (in this example look at the two textures with the arrows), you need a "5" texture with the same end name as one of the "2" textures.
The reason the original package doesn't work is that the "5" texture just ends with "5", it doesn't have the "RANCID" part.
And, if you plan on fixing some texture packages, here is a tip: also rename the 4 character code in front of all the textures. This is because UT uses the first 4 characters as a unique identifier for the package, if you have two packages with the same 4 character code, then when you are selecting your character in the game it will mix the two packages together and it won't work.
So for the same reason, when you choose a new 4 character code, make it something nobody would have used, to keep it unique. In this package, it was originally ROCN, and I have changed it to RQCN.
Finally, don't forget to update the .int file after your name changes.
Oh and of course you have to rename the package to avoid version collisions.
