Well just for fun I hardwired my laptop to the modem and added a usb mouse. Then I played UT.  My laptop has an I3 processor and Nvidia 310 videocard and I can honestly say there is a difference in movement and weapon firing speed.  I first went to my nemesis  Full Metal Jacket server and then to a Multiplay UK Deck 16 (all weapons) server I have been playing where my ping is 130-150. I was pleasantly surprised to see both servers were much better for killing.  My weapon reaction times were much improved.   My current pc setup has a dual core processor (e8300) running at 2.83 ghz, 4 gb of ram, Nvidia 650 gtx videocard, hardwired to new modem with 5g and super high speed internet.  I also turn one core off for gaming.  I thought this was a capable setup for a 1999 game but there is a difference.  I think when I play players with 17 processors they do have an advantage.  Will I be upgrading now that I know this?  Not anytime soon.  With a mortgage, 2 kids and a wife who hates UT it's on the backburner.  But now I know I'm on the right track to fixing this lag/latency issue!
